Understanding LSVs

What Is a Low Speed Vehicle?

A Low Speed Vehicle (LSV) is a four-wheeled electric vehicle that can travel between 20–25 mph and is legally classified separately from golf carts. LSVs are federally recognized under NHTSA standards and can be registered, titled, and insured like any other motor vehicle. They are legal on roads posted 35 mph or under in most states, including Georgia and Florida.

Unlike a standard golf cart — which is considered recreational equipment and restricted to private property or designated cart paths — an LSV is a legitimate registered motor vehicle. It receives a title from the state, carries a license plate, and requires the same liability insurance as a standard automobile.

This distinction matters. An LSV opens up your entire neighborhood, not just the cart path. Run errands. Visit neighbors. Drive to the clubhouse, the pool, the park, or the store — all on public roads, all completely legal.

A golf cart is recreational equipment. An LSV is a registered motor vehicle. Every Royal EV can be both.

Kliggy's Karts helps every customer understand their local road options. We know the neighborhoods, the speed limits, and the routes. When you pick up your cart or we deliver it to your home, we'll walk you through exactly where you can drive it in your area.

Florida LSV Laws

Requirements to Operate an LSV in Florida

  • Must be registered with the Florida DHSMV (Department of Highway Safety and Motor Vehicles)
  • Must have a VIN and title
  • Driver must have a valid driver's license
  • PIP and property damage liability insurance required
  • All safety equipment required (lights, mirrors, seatbelts, horn, windshield)
  • Legal on roads posted 35 mph or under
  • Can cross roads with higher speed limits at intersections
  • Many Florida communities have designated golf cart/LSV lanes and crossings

South Florida LSV Notes

Palm Beach County is one of the most LSV-friendly regions in the country. From gated communities to waterfront neighborhoods, the infrastructure is built for low-speed vehicle transportation. Many roads, paths, and crossings are specifically designed to accommodate LSVs alongside regular traffic.

Wellington, Jupiter, Palm Beach Gardens, Royal Palm Beach, Lake Worth, Boynton Beach, Delray Beach, and many gated communities throughout Palm Beach County have extensive LSV infrastructure including dedicated lanes, crosswalks, and community paths.

Florida does NOT require a motorcycle endorsement for LSVs — this is a common misconception. A standard Class E driver's license is all you need.

Insurance rates for LSVs in Florida are typically very low compared to standard vehicles, often ranging from $100–$300 per year for basic liability coverage. Because LSVs operate at low speeds on low-speed roads, insurers view them as low-risk.

Kliggy's West Palm Beach team guides every customer through Florida registration. We provide the MSO, walk you through the DHSMV process, and make sure you have everything you need to get your tag and hit the road legally.

Frequently Asked Questions

Street Legal FAQ

Yes. Every Royal EV model is available with a full LSV (Low Speed Vehicle) street-legal package as standard equipment. This includes DOT-compliant headlights, LED turn signals, brake lights, fog lights, retractable seatbelts, DOT side mirrors, a fold-down windshield, horn, and DOT-rated tires on aluminum alloy wheels. These are not aftermarket add-ons — they are factory-integrated into every cart from the ground up.

In both Georgia and Florida, LSVs are legal on any public road posted 35 mph or under. This includes most residential streets, neighborhood roads, and many commercial districts. You can also cross roads with higher speed limits at intersections. LSVs cannot travel along highways, interstates, or roads posted above 35 mph.

Yes. Because an LSV is a registered motor vehicle, a valid driver's license is required to operate one on public roads in both Georgia and Florida. In Florida, a standard Class E license is sufficient — no motorcycle endorsement or special classification is needed. This is one of the key legal differences between an LSV and a standard golf cart.

Yes. Georgia requires minimum liability insurance for all registered motor vehicles, including LSVs. The coverage requirements are the same as any other vehicle on Georgia roads. The good news is that LSV insurance is typically very affordable — often $100–$300 per year for basic liability — because insurers recognize the low-risk nature of low-speed vehicles.

Yes. Florida requires PIP (Personal Injury Protection) and property damage liability insurance for all registered motor vehicles, including LSVs. As with Georgia, LSV insurance rates are typically very low compared to standard automobile insurance — often in the $100–$300 per year range for basic coverage.

Visit your county tag office with the MSO (Manufacturer's Statement of Origin) provided by Kliggy's Karts. You'll pay a title fee, registration fee, and applicable sales tax, and receive a Georgia license plate. Your cart is then a fully registered motor vehicle. Kliggy's provides all the documentation and walks you through every step of the process — we make it easy.

Visit your local Florida DHSMV (Department of Highway Safety and Motor Vehicles) office with the MSO and required documentation provided by Kliggy's Karts. You can also complete some registration steps online through the DHSMV website. Our West Palm Beach team guides every customer through the Florida registration process from start to finish.

A golf cart is recreational equipment typically limited to 15 mph, restricted to private property and golf courses, and does not require a title, registration, insurance, or driver's license. An LSV (Low Speed Vehicle) is a federally recognized vehicle class under NHTSA standards, capable of 20–25 mph, equipped with required safety features (lights, mirrors, seatbelts, horn, windshield), and eligible for a state-issued title, registration, license plate, and insurance. LSVs can be driven on public roads posted 35 mph or under. Every Royal EV cart can serve as both.

Yes. In both Georgia and Florida, LSVs are permitted to cross roads posted above 35 mph at intersections. You simply cannot travel along roads posted above 35 mph. This makes LSVs highly practical for navigating neighborhoods and running errands, even when higher-speed roads are nearby.

LSV insurance typically costs $100–$300 per year for basic liability coverage, which is significantly less than standard automobile insurance. Rates vary by insurance provider, your location, driving history, and coverage level, but LSVs are generally very affordable to insure because of their low speed and limited road use. Many major insurers and specialty providers offer LSV-specific policies.

Yes. Kliggy's Karts provides all necessary documentation including the MSO (Manufacturer's Statement of Origin) with every purchase. We walk you through the registration process step by step, help you understand what to bring to the tag office or DHSMV, and make sure you have everything you need to title and register your LSV in Georgia or Florida. We want the process to be as easy as the test drive.
